The day before the festival, Carter will come to your house in the morning and ask if you are willing to participate in a music concert held on the evening of the 3rd.
You can either accept his invitation or tell him that you do not want to participate.
On the evening of the 3rd, go to the Church between 6:00 PM and 12:00 AM. You will see Carter waiting outside the front door.
Talk to Carter again to start the concert. If you told Carter the day before that you would participate, you will be assigned to play the ocarina during the performance.
You will also receive an additional +10 FP with each villager who attends. If you choose not to participate, you will only watch the girls perform the song and will not receive any additional Friendship Points.
